There is a video on the net on how to do this with a Rem 700 and you boot laces. With the safety in the wrong position the push feed M70 bolt will be much the same.

Loosen and remove the bolt stop screw located on the right side of the receiver. Lift the extractor and carefully remove it from the bolt. Pull the ejector out of the bolt. Pull the head of the firing pin out of the firing pin assembly. Reassemble in the reverse order.

If the bolt is bad enough to need sleeving then I recomend buying an over size bolt (They are only 4 or 5 thousandths larger) and reaming the action. This will give you a better fit and you won't have to deal with sleeves. This is a permanent fix and the sleeves are just temporary.
